What neither of them can do is check amperage, & that is what's really important. If it was just the hard drive, you would still see the BIOS screen, so its probably deeper than that, based solely on your brief description.

I've already tested the RAM and I took the GPU out which leads me to believe that both the motherboard and PSU (both brand new) are not fully functional. I understand now that most motherboards are not compatible with both registered and unregistered memory, so I can't blame the board. It does nothing while plugged in. With 2 sticks of unregistered DRAM it booted fine. You should also make sure the power cord isn't causing the problem. Are 2 million non-citizen Hispanics illegally registered to vote in the United States?
I changed memory too to check that. Check your motherboard owners manual for more information about the CPU power connector. Worked for me! Join the community here.

It's 465W, which should be plenty (using the onboard graphics card), and I have nothing plugged into the board (hard drive and DVD are disconnected). Help please Can't find your answer ?
