This has worked for me also (so far!!) I was about 3 reboots away from giving up on Win7 and going back to XP for good. After that the internet works fine. It uses cell towers instead of GPS so when it senses you are near your house, it'll switch on wifi. Luckily rebooting happens quite fast and the recent apps cache is preserved so you can nearly continue where you left off. It did occur on the same day as a power outage. P.S.

Seems to be a problem with some Windows 7 installs. I've had to reset it daily.
